The Battle to Save the Climate Continues: The Northeastern States Reboot and Improve “RGGI”

I was on television the other night talking about the impact of sea level rise and storms on Boston and how the impacts of global warming mean that coastal cities like Boston face very real threats. During that interview, I found myself comparing the process of adapting to a changed climate to finding out the house is on fire and grabbing the cat and the kids and getting out – steps that should be followed by calling the Fire Department in order to save the rest of the house and neighborhood.

The climate equivalent of calling the Fire Department is reducing carbon emissions to head off even worse global warming and the wide gamut of effects that we are feeling and will feel from that phenomenon. On the national level, our problem is that Congress is not sure what kind of Fire Department we should have – and in fact a powerful contingent of folks in Congress refuse to believe in the existence of fire.

But here in the upper right hand corner of the U.S., the Northeast and Mid-Atlantic, our state governments have been rolling the big red truck out of the garage and taking action to address the greenhouse gas emissions from power plants, a key source of this pollution causing global warming, by capping carbon emissions through the program known as the Regional Greenhouse Gas Initiative (“RGGI”).

Today, February 7, those states (including the New England states of Massachusetts, Maine, Vermont, New Hampshire, Rhode Island and Connecticut) announced an agreement  to strengthen that cap on carbon  from 165 million tons down to 91 million tons (2012 levels).

This step, along with associated refinements to the RGGI program, is an important step toward meeting the climate imperative of an 80% reduction in greenhouse gas emissions by 2050, but we temper our applause by clearly noting that more sweeping action will be needed to get there. Listen to the wise words of Jonathan Peress, my colleague and our lead advocate on RGGI from our official release marking this announcement:

“This is a very meaningful step in the evolution of RGGI and a powerful example of how markets can drive solutions to climate change,” said N. Jonathan Peress, VP and director of CLF’s Clean Energy and Climate Change program. “Over the past four years, the RGGI program has proven that putting a price on carbon emissions and using the revenues to expand energy efficiency and clean energy as part of our mix is a formula that works. The program refinements announced today will further accelerate the ongoing transition away from dirty and inefficient fossil fuel power plants to meet our energy needs. Once again, the Northeast and Mid-Atlantic states have demonstrated a path forward for others areas of the country.”

RGGI, the nation’s first market-based cap and trade program requires power plants to hold permits, known as “allowances,” for each ton of CO2 they release into the atmosphere. Revenue from the sale of these allowances is reinvested in energy efficiency programs that reduce costs for businesses and make the states more competitive.

Peress continued, “We applaud the New England states for supporting and strengthening RGGI as an important tool in their toolkits for reducing greenhouse gas emissions and advancing a clean energy economy. The RGGI program has proven that carbon cap-and-trade programs can reduce carbon pollution while contributing to economic growth and prosperity. However, state leaders still have much to do to meet the emissions reductions levels dictated by science and our understanding of what it will take for our region to thrive in the face of climate change. Today’s action to strengthen the regional electric power plant cap-and-trade program is a step in the right direction, but we have a long way to go.”

The new cap level locks in emission reductions achieved to date, and continues to drive additional reductions through 2020. Since it was launched in 2009, economic experts say the increased energy efficiency that RGGI is driving has been generating greater rates of economic growth in each participating state.

During the years (nearly a decade) since RGGI was first proposed, much has changed. Emissions have continued and we have moved closer and closer to climate disaster, Congress has considered and failed to pass (despite success in one chamber) a comprehensive climate bill, international negotiations on a climate treaty have faltered. But it hasn’t been all bad news: states, including RGGI states like Massachusetts and Connecticut, have adopted legal requirements for climate action and California has moved forward with its own similar program.

When we began the RGGI adventure, we knew that while action would be necessary on the national and global level, the states and regions were the best forum to really take action immediately and effectively. That strategy has paid off in many ways, including the pivotal Supreme Court case brought by Massachusetts and allied states, with support from a host of environmental groups including CLF, that continues to propel forward action by EPA. Now, this decision by the states to turn RGGI up a notch in order to protect the climate and build clean energy and efficiency tells us that this is still the path to travel.

Preparing for the Rising Tide – Across New England

The Boston Harbor Association has a powerful message about the very real threat of sea level rise driven by global warming.  Their report, “Preparing for the Rising Tide”, is a dramatic wake-up call about the fundamental threat to the historic and economic heart of Boston.

The report starts with very solid science that shows how the homes, businesses and cultural institutions (like the New England Aquarium) that sit on the waterfront are now on the edge of entering, and have in some cases already entered, a very real danger zone.  A zone where the flooding and catastrophic damage that Hurricane Sandy brought to the New York region would tear across our coastline – with the prospect of worse to come.  Indeed, had Sandy hit only 5 ½ hours earlier than it did, when tides were high, the floodwaters would have reached Boston City Hall, nearly ½ mile inland from the City’s waterfront. In other words, Boston got lucky compared to New York City and other communities that were brutally whacked by the storm.  And this near miss begs the question:  do we really want to leave the vitality of our coastal communities to chance?

The report provides a few key lessons:

  • Many vulnerable places, like the entrance to the UMass Boston campus, key MBTA stations like the one at the New England Aquarium and sections of waterfront buildings like the Long Wharf Marriott are in very real danger, today, from the severe storms that are becoming an unfortunate, and all too frequent, visitors to the Northeast.
  • Indeed, some of these vulnerable places would have suffered very real and painful damage if Sandy had slightly changed course and struck Boston instead of New York, or if Sandy had arrived just a few hours earlier.
  • As climate change continues to worsen due to the build-up of greenhouse gas emissions in the atmosphere, a build-up that grows a little bit every day, the likelihood of a severe flooding event increases. In a very real way the march of time is our enemy here – with each passing year, as we continue to pump enormous quantities of greenhouse gases into the atmosphere, the chance of a catastrophic flooding event grows.
  • Addressing this fundamental problem will require an integrated approach that reaches across all aspects of society, the economy and government – fundamentally transforming the way we plan, use our land and water resources, build, travel, manage our buildings and use energy – in order to make our communities more resilient and able to handle inundation and other impacts from the changing climate but also to reduce the emissions that are causing the problem in the first place.

In other words, while it remains critically important to tackle the root causes of climate change by reducing energy waste and cleaning up our energy supply, that’s not enough any longer. The emissions we produce today from driving our cars and heating and lighting our buildings will produce effects that are beginning to materialize now – as with Superstorm Sandy – and that will present ever more daunting challenges for future generations. We therefore need to brace for impacts that already have been set in motion. And we must adapt a broad range of infrastructure and institutions to make our communities more resilient to those impacts.

Conservation Law Foundation, as a group with roots in Boston and nearly 50 years of work here, applauds the work of the Boston Harbor Association in preparing and releasing this Report.  As a regional organization that works across New England, we recognize that the Report reflects an absolutely vital case study that provides guidance for planning and preparations in Massachusetts’ largest city, while also providing an example of the kind of sober analysis and planning that needs to unfold from Connecticut’s Long Island Sound coastline to the frigid waters of Downeast Maine.

This Report is a reminder that we must act now to protect our communities from the harm that has already been done – and we need to act on emissions reductions to prevent even worse and more catastrophic harm beyond the massive flooding outlined in TBHA’s chilling maps.   This is the mandate of the Massachusetts Global Warming Solutions Act that has been on the Commonwealth’s books since 2008. Having had the foresight to enact this law the question becomes whether we here in Massachusetts will have the courage to truly implement it.  TBHA’s Report, which looks at both the impacts that are unavoidable and the even worse impacts if massive greenhouse gas emissions continue, provides a compelling reminder of the  consequences of inaction.

From Off the Coast of Massachusetts: A Cautionary Tale About Natural Gas Infrastructure

The front page of the Boston Globe last week presented a powerful, timely and cautionary tale about  two liquefied natural gas terminals  that sit off the coast of Gloucester and Salem. Those terminals are the tangible reminder of a massive push undertaken by energy industry insiders to build such terminals.  The intensity of that push, which began to build around 2002, becoming most intense during the 2004  to 2007 period and then petering out in the years since, contrasts sharply with the reality described in the Globe article: that those two offshore terminals have sat idle for the last two years.

That push to build LNG import facilities, which was such a mania in energy industry circles circa 2005, yielded some crazy ideas, like the proposal to hollow out a Boston Harbor Island and the infamous Weavers Cove project in Fall River. The offshore terminals, while the least bad of those proposals, reflected short sighted thinking detached from careful regional planning.  Both in terms of the need for these facilities and design decisions like regulators not forcing the projects to share one pipeline to shore instead of (as they did) twice disturbing the marine environment to build two duplicative pieces of infrastructure.

Today, the hue and cry is no longer about LNG, instead we are bombarded with impassioned demands for more natural gas pipelines as well as more measured discussions of the need for “smart expansions”. Will we have the collective intelligence to be smarter and more careful this time? Will the permitting process force consideration, as the law requires, of alternatives that make better use of existing infrastructure and pose less risk to the environment and the wallets of customers? Fixing natural gas leaks and becoming much more efficient in our use of gas is a key “supply strategy” that needs to be on the table and fully examined before committing to new pipelines.

And as it so often is, the overarching issue here is protecting future generations by addressing the climate issue. Science and prudent energy analysis, makes it clear that we need to put ourselves on a trajectory to end the burning of fossil fuels, including natural gas by the middle of this century. Given this reality every proposal to build massive and long-lived facilities to import more of those fuels must be viewed with great skepticism.

A Prescription for a Better Transportation System for Massachusetts – and Why it Should Matter to Climate Hawks

There is an epidemic of truth telling underway, globally, nationally and in Massachusetts.  And as hard as some of that truth is to hear it is a very healthy and important exercise.

On the global level the business and political leadership is finally waking up to the deep and systemic threat of a changing climate.  The 2013 Global Risks Assesment from the World Economic Forum describes how business and political leaders see climate risk as the only thing competing with “risk of financial collapse” as the biggest threat facing the world economy:

respondents also identified the failure of climate change adaptation and rising greenhouse gas emissions as among those global risks considered to be the most likely to materialize within a decade. Compared to last year’s survey, the failure to adapt to climate change replaced rising greenhouse gas emissions as the most systemically critical. This change in our data mirrors a wider shift in the conversation on the environment from the question of whether our climate is changing to the questions of “by how much” and “how quickly”.

Meanwhile back in America, the experts preparing the National Climate Impacts Assessment dropped a terrifying draft report on the government and the internet, seeking public comment. That report, summarized in a “Letter to the American People,” described how the changing climate is already visible:

Americans are noticing changes all around them. Summers are longer and hotter, and periods of  extreme heat last longer than any living American has ever experienced. Winters are generally shorter and warmer. Rain comes in heavier downpours, though in many regions there are longer dry spells in between.

 The report then goes on to lay out in excruciating detail the impacts of global warming that have been observed and are anticipated by very solid science – laying out the facts in over a thousand pages of text (147 MB PDF) and 32 alarming charts and graphs.

So what does all this have to do with transportation infrastructure, and paying for it through taxes, in Massachusetts?

It matters because the transportation sector is the second largest (or largest depending on what definition of “sector” you use), and fastest growing source of greenhouse gas emissions in Massachusetts. If the Bay State is going to meet the mandate of the Global Warming Solutions Act and live up to its Clean Energy and Climate Plan we will need to invest in a modern and effective transportation system.  The Governor and his Department of Transportation have laid out the formidable challenge of updating a chronically underfunded and neglected system to meet these challenges in a startling clear and powerful document titled, “The Way Forward: A 21st-Century Transportation Plan”.

The job of solving our transportation infrastructure crisis brings together a powerful coalition.  Citizens who just want a transportation system that will let them lives,  the business community who are shouting from the front page of the newspaper about how the weaknesses in our transportation system are undermining our economy and need to be addressed through investment and Climate Hawks who want Massachusetts to again lead the nation and the world.  Leading, as it did at the time of the American Revolution and as it did as the cradle of the movement to abolish slavery, both through our words and thoughts but also lead by example by building a better Commonwealth with the clean and climate-protective transportation system of the future.

News You Can Use For Public Transit Riders: How the “Fiscal Cliff” Deal Could Save You Money

For over a decade the Federal government has allowed transit riders to use pre-tax money to pay for their ride to and from work. A benefit of greatest interest and benefit to commuter rail riders who often pay more over $100 a month for their passes.

Unfortunately, due to congressional inaction, in 2012 the tax code subsidized driving to work over transit by allowing employees to spend up to $230 per month in parking expenses tax-free but only allowing $125 per month for public transportation. Attempts to restore parity between these programs foundered in the choppy seas of Congress.

However, in one of the lesser-known elements of the fiscal cliff deal, the two benefits have now been set at equal levels again ($240/month) for 2012 (retroactively, although there are very few people who will be able to take advantage of this) and 2013.  A welcome change that should encourage employees to make the desirable shift to public transportation.

So transit riders who spend more than $125 per month on public transportation should contact their human resources department right away and hop onboard this new benefit. And it is indeed a benefit – we all gain when folks commuting to work leave their cars at home, reducing the amount of pollution traveling our roads and being emitted into the air.  Solid transit infrastructure and service driving and being driven by regular ridership allows families to live with fewer (or no) cars, saving money, reducing pollution and building cooler and better communities.

 

Learning From the Past to Build a Better Transportation Future For Greater Boston

Imagine this: the Governor of Massachusetts addresses the people of the state about an important issue. From the television screen he looks us all in the eye and discusses . . . transportation infrastructure. Improbable? How about if this happened back in the days of when Boston had 5 commercial channels and one public TV station and a statewide address by a Governor was a very big deal? It may be hard to believe that a subject that wonky and technical could be the focus of that sort of hot and intense attention. But it happened.

The year was 1970 and the Governor was Frank Sargent, the strong leader who years later served as Chairman of the Board of CLF. In that dramatic 1970 speech Governor Sargent accepted a report from a special task force reviewing plans to build a massive network of highways in and around Boston and launched a planning effort that set the course of transportation planning for decades to come. Memorably, Governor Sargent, a former head of the state agency that built and operated highways (then known as the “Department of Public Works”) confessed: “Nearly everyone was sure that highways were the only answer to transportation problems for years to come. But we were wrong.”

The powerful story of that speech, the events that precipitated it and most importantly the massive planning process that followed it is told in The Roads Not Taken, the core story in Turn Signal, the Winter issue of ArchitectureBoston, the quarterly publication of the Boston Society of Architects. And the rest of the issue is well worth your time – both for the eloquent essays, like the story of the activists who fought off the highways that were threatening their community, and the photo essays that document what was saved when the highways were stopped.

The good folks at ArchitectureBoston have done something very important here. The Boston Transportation Planning Review (the “BTPR”) that grew out of that  very unique moment set a powerful precedent for the nation and charted a course that has literally shaped the face and communities of Greater Boston. CLF has had a front-row seat at the implementation process for the BTPR and dove into that process even deeper, unsurprisingly given the importance of the transportation system to our mission and the unique fact that Governor Sargent served as Chair of CLF’s Board of Trustees after leaving office.

As Stephanie Pollack, who worked here at CLF with great distinction for many years, powerfully describes the challenge going forward in an essay in Turn Signal:

Forty years on, the time has come for the Commonwealth to fulfill three of the most important unkept promises: institutionalizing open and visionary planning, healing the scars still left in neighborhoods cleared for the cancelled highway projects, and completing and funding the state’s public transportation system.

This theme of the need to finish the job of the BTPR by providing needed funding to our transportation system and institutionalizing good planning practices was picked up in a recent Boston Globe Op-Ed by former Governor Michael Dukakis and another elder statesman of Massachusetts government who began his career in the BTPR era, Stephen Crosby. Dukakis and Crosby wrote:

With transportation issues again at the top of the Commonwealth’s political agenda, we should look back at those long-ago events not out of nostalgia, but as a roadmap for the equally momentous decisions we face today. After decades of investment, Massachusetts has a vastly improved transportation system that includes an extensive network of highways, the MBTA, and regional transit systems serving virtually every part of the state. But this system and the people and businesses that depend on it are in trouble. From aging bridges in Springfield to the T’s financial woes, the state is paying the price for neglecting the basic maintenance and financial backing that any transportation system requires.

And we can’t just maintain what we’ve already built. For a first-class economic future, the Commonwealth requires a first-class transportation system. As state transportation officials have already spelled out, this future will rely heavily on public transportation and will focus highway funds on maintenance rather than expansion. Massachusetts needs to expand existing transit and build high-speed rail to serve the entire state. With so many projects awaiting action, the Commonwealth once again needs to set honest and rigorous priorities for transportation investment — and create a long-term financing plan to efficiently implement those priorities.

This is indeed the bottom line: building thriving communities will require vision, careful planning and investing in our transportation system. This is not the most fun message (folks may claim otherwise but no one really enjoys slowing down to plan or paying for investments) but it is a solid truth — if we want to keep moving forward we need to build, maintain and operate the system that literally keeps us moving.

Doing The Math, Boston style

The unique combination of lecture, rally, music show and secular revival known as the 350.org Do The Math tour came to Boston last night. As has been documented in coverage of earlier stops in the tour this is a very special event that brings together vibrant music, powerful information and an energizing call to action.

CLF proudly played a role in helping this worthy effort gain access to the historic Orpheum Theater in downtown Boston and raising awareness about the event — the seventh straight sold out show in the tour.

CLF President John Kassel took the stage after a very energizing and customized video from 350 Massachusetts energized the crowd with a rap song that somehow pulled together Rex Tillerson, Barack Obama and the fact that the oil companies have “five times as much in the ground as it is safe to burn” – literally putting Bill McKibben’s powerful words to music.

John fired up the crowd with a call for greater funding for public transit (which met with a roar of approval from a crowd who had largely gotten there on the train), finishing the job of ending coal fired power plants in New England that CLF and allies has well underway and a massive push for new renewable energy projects including getting the Cape Wind project over the finish line. John ended by invoking the powerful history of Boston and the possibility that once again, right here and right now we could be again launching a revolution from this city.

John linked together the core message of Do The Math – that our adversary is the fossil fuel industry who have a business model that is incompatible with the survival of humanity – with the specific story told by the Cape Wind Now! campaign that CLF leads – that leaders of that same fossil fuel industry like Bill Koch are doing all they can to stop the flagship Cape Wind clean energy project.

There were many powerful voices on the stage ranging from students to musicians (most notably the Charles Neville Trio, led by one of the legendary Neville Brothers, the first family of New Orleans) to powerful testimony from the great Canadian writer and activist Naomi Klein about her recent visit to the storm ravaged neighborhoods of New York. But the undisputed star of the show was Bill McKibben who told the story of how as a 27 year old writer he had published the End of Nature, twenty-five years ago, innocently believing that he could sway decision makers and change the world simply by writing a book and how he had come to appreciate the need for deep and broad action and activism and mobilization across all sectors of society to push back against the interests of the fossil fuel companies who literally have invested in a course of action that will end life as we know it on this planet.

It was an evening of both hope and heavy messages.  An evening filled with information and observations that could bring you to the brink of despair or to the uplifting realization that you have the opportunity to help millions of people across the world, both present and future, by fighting to head off climate catastrophe.  It is the definition of daunting to realize that you are being asked to help accomplish something very important, but difficult, but the message from the stage at Do The Math was that we all must hear and heed the call to action.

One More Lesson from the Presidential Election: Ignoring Rigorous Number Crunchers Is a Bad Idea

It is a dangerous thing to ignore very smart people who are using rigorous methods of analyzing data. This is true when discussing elections, it is even more true when it comes to thinking about the earth’s climate.

Consider the case of Nate Silver, whose computer forecasting tools have been making spookily accurate predictions about the outcome of elections over the last five years. Silver’s models, which uses public opinion polls, with adjustments for various effects, over the last year showed a presidential election that was very stable with a consistent reality of the incumbent President maintaining a small but clear lead on the national level and a slightly larger but even more consistent lead in key “swing states.” The bottom line prediction of the model was a moderate (60%) to high (92%) probability that the outcome would be the re-election of Barack Obama. He was, of course, impressively accurate.

And yet, leading up the election, Silver’s work was reviled by many – principally those who saw this quantitative approach as undermining their business of dispensing qualitative analysis of elections and, even more vehemently, by those simply could not accept the results of the modeling because they just couldn’t accept the re-election of the President as a potential likely outcome. This phenomenon of folks in denial projecting their own warping of science and analysis on to analysts and scientists who they disagree with is very familiar in the climate context.

For a very long time those who find the truth of global warming to be inconvenient have claimed, amongst other things, that climate science is skewed and political, accusing scientists of suffering from confirmation bias and leaning towards evidence and models that confirmed their political beliefs. Dark, and totally unsubstantiated, accusations are made about how it is “convenient” that the scientist are reaching conclusions that line up with expectations of agencies providing funding. But, of course, these same climate change deniers are the greatest case study of confirmation bias that one could ever find.

So who is the climate equivalent of Nate Silver? Who is a clearly disinterested and objective outside observer coming in from a different world, like Nate Silver came to politics from sports forecasting, and employing sophisticated analytical tools imported from another context?

I would suggest the prudent accountants at PricewaterhouseCoopers (PwC) are making a very strong audition for that role given their Carbon Disclosure Project and very specifically with the issuance just last week of a sobering analysis: PwC Low Carbon Economy Index 2012: Too late for two degrees?

That analysis makes it very clear that drastic action, both in terms of emissions reduction and in reshaping our infrastructure and society, is needed if we are going to avert total disaster. As a partner at PwC said in a press release about the report, “This isn’t about shock tactics, it’s simple maths. We’re heading into uncharted territory for the scale of transformation and technical innovations required. Whatever the scenario, or the response, business as usual is not an option.” Indeed, the levels of global warming pollution that PwC tells us will flow from “business as usual” matches up with the levels that scientists tell us will make the land on which half of humanity resides uninhabitable.

PwC is not alone in delivering this message of cold, sober quantitative analysis delivering hard (and frankly terrifying) conclusions about our climate trajectory.  Lord Nicholas Stern has delivered a similar and powerful message, most famously as an adviser to the British Government. In that role, in 2006, he authored a very influential report starkly demonstrating that the cost of failing to address global warming far outstrips the cost of acting to reducing the emissions that are the source of so much of the problem.

The good news (and it yes, I am following apocalyptic statements with good news) is that here in New England the message of these number crunchers is being heard, and bits of action, designed to respond to this threat, are being seen.  The Massachusetts Global Warming Solutions Act provides a binding legal mandate that the Commonwealth of Massachusetts address the causes and effects of global warming pollution.  And, the changes in the complexion of state legislatures across the region (detailed on this blog by the CLF state office directors) suggest that we may be able to make more progress on this front across New England. Finally, the rise of clean energy champions in our congressional delegation (notably the election of former wind energy developer Angus King as a Senator from Maine) means that our representatives will continue to rise up as voices of sanity on energy and climate on the national stage – and sanity is what is needed if we are going to heed the message our number crunchers are sending us.

Change is Hard, Necessary: Rethinking Our Electricity System Post-Sandy

Change is hard.

And the larger, more important and more entrenched the thing being changed, the harder it is.

There are few things that are larger and more important than our electricity system. Just ask a parent of a child who was in the intensive care unit of a New York City hospital when Hurricane Sandy wiped away the electric grid and the emergency generators failed. In some moments, like that, electricity is quite literally a life-saver.

In 1882, the world’s first practical coal fired electric power plant came online in New York. For the last fifty years coal has been the dominant fuel and backbone of our electric generation system, spawning a  massive industrial process of extracting coal from the earth, transporting it to power plants, burning it to make heat, transforming it into electricity, and finally disposing of the plants’ waste products into the air, land and water.

Given coal’s longstanding role in maintaining a stable electricity system in this country, it is not shocking that some reasonable folks find it hard to contemplate life without it – despite the evidence of the harm it causes both to human health and the environment.

But ending our dependence on the most harmful fuels to generate electricity is part of the change we need to make if we are going to avert full-on climate disaster. The hard truth is that past emissions of greenhouse gas pollution from coal plants and other dirty fuel sources have already transformed our world, warming our oceans and increasing the water vapor in our atmosphere. As a result, the weather dice are now loaded in favor of catastrophes like Hurricane Sandy, among many other effects.

Propping up and retaining our obsolete and inefficient old coal plants so they can continue to spew global warming greenhouse gases into the air is not an option – and thankfully, the economic tide in this country is starting to turn against them. But after decades of depending on coal for electricity, many wonder how we are going to keep the lights on without it. The answer, to borrow a phrase, is: “Use less electricity, mostly renewable.”

The first step is very clear: we must be much smarter and careful about how we use electricity. This means going all out in our deployment of  energy efficiency that slashes energy use at all times, and also reducing electricity demand at the moments of greatest need when the system is pressed hardest. We are evolving towards a world where highly flexible demand will simply be a routine part of our energy system – our dishwashers, cell phone chargers and air conditioners will ramp up or down their energy use based on price signals and energy system conditions.

Second, we need to redouble our commitment to develop zero emissions renewable electricity generation like wind and solar. Every watt of energy we get from those sources displaces the need for energy that comes from the burning of fossil fuels. Eventually, we will be able to store enough of that clean power to meet demand even when the wind isn’t blowing or the sun isn’t shining. But, until that technology matures, we will still require some “firming” power to fill in the gaps.

Here in the Northeast, that power is likely to come from sources like hydroelectric dams, or natural gas fired power plants, which are cleaner and cheaper than coal, but  come with their own environmental price tags. The specter of over-dependence on natural gas is the cause of much consternation in environmental and energy expert circles. And for good reason: locking ourselves into dependence on a finite imported fossil fuel would be a mistake. Instead, we need to carefully manage our transition to a new and cleaner power system, ensuring that we maintain a sufficiently diverse portfolio of resources and keep the lights on as we move surely and steadily away from fossil fuels.

The transition from dependence on coal to natural gas in our electricity system is crudely analogous to a heroin addict moving to methadone. It is a step in the right direction and movement away from a dangerous addiction, but it is still only a partial step toward toward the full recovery we need: elimination of greenhouse gas pollution from our electric system.

Fundamental change is indeed hard, but the roaring winds of Katrina, Irene and Sandy loudly remind us that we have an absolute obligation to step up and manage the transition to a better, safer and cleaner energy future.
