Natural Gas — A Bridge or a Minefield?

Conflicting and confusing information is nothing new when it comes to climate change or big energy projects. The role of natural gas in meeting our energy needs is but the latest guest to this party.

Like most things in life, natural gas itself is neither all good nor all bad. True, natural gas is a relatively clean-burning fuel with fewer emissions than coal or oil. And currently natural gas prices are lower compared to oil. As a source for electricity, gas can be quickly brought on and off line and so fills a useful niche to balance intermittent renewable sources like solar and wind. But these benefits are only part of the equation.

Relatively clean-burning does not mean clean. 

Natural gas is still a fossil fuel. It contributes to climate change in very significant ways. The main component of natural gas is methane, a greenhouse gas 25 to 75 times more potent than carbon dioxide in terms of its ability to warm the Earth’s atmosphere.

The real damage comes from natural gas leaks.

And they occur. When an average leak rate of 3 percent is taken into account for the full natural gas life cycle — from the time it leaves the ground to the time it burns in your furnace or range — it turns out that increasing the supply of natural gas significantly increases emissions. That is not good for our climate.

Lower cost comes at a high price.

Natural gas prices are now low partly because of abundant supplies from fracking, an extraction method that uses water, sand and chemicals to force gas out of the ground. Vermont banned fracking because of concerns about the impact to water and the environment. But this practice continues elsewhere, and supplies used in Vermont come from fracked sources.

In Vermont, a proposed expansion of natural gas will cut through valuable wetlands and farmland in Addison and Chittenden Counties. Future plans include putting a pipeline across Lake Champlain, a development that would increase greenhouse gas emissions by more than 3 million tons over the life of the project — the equivalent of adding a half-million cars to the road.

One of the biggest problems of increasing our reliance on natural gas is that the pipes we put in place now will still be here to deliver gas in 50 to 100 years. Yet in that timeframe we must solidly break our addiction to fossil fuels — including natural gas.

Regionally across New England, momentum is developing to expand or build new gas pipelines. But rushing to build bigger pipes is not the answer. We can do better than throw up our hands and blindly accept expensive and environmentally damaging new pipelines at a time when we should be moving away from fossil fuels. Recognizing the impacts and providing offsets for any expansions that do occur is a must.

The first step should be to repair leaks and honestly account for and address emissions. It makes no sense to build expensive, bigger pipes while customers needlessly pay for gas and pollution that escape into the air.

The next step is to use gas and all fossil fuels wisely. By dramatically increasing efficiency, most homes and businesses could cut use by 20 to 30 percent. That would significantly reduce the need for more supply.

Finally, let’s make sure any new project helps and doesn’t hurt our climate and environment. We should keep sensitive and valuable environmental resources off the table.

We should limit supplies from fracking, and require offsets to reduce overall emissions for any new pipeline so we don’t add to our climate problems.

Natural gas will play an important role in our energy supply over the next decade, but let’s make sure it is a role that leads to a cleaner and healthier planet.

An Insulting “New Route” for Northern Pass

Today, we learned from PSNH President Gary Long about the Northern Pass transmission project’s long-awaited “new route.” As predicted, the “new route” hardly changes the original proposal and corrects none of its serious flaws. You can read CLF’s official statement on the announcement here.

It’s critical to see Mr. Long’s announcement for what it is: a desperate (one might say “last ditch”) effort to resuscitate his company, PSNH, and its failing business model of operating inefficient and costly power plants on the backs of New Hampshire households and small businesses, leading to the highest energy rates in the region. True to form, PSNH parent company Northeast Utilities and its shareholders would still collect the lucrative fees from Northern Pass partner Hydro-Québec, while PSNH customers, who have to live with the project, would likely see even higher rates if Northern Pass were built and PSNH’s power plants continue to operate (and pollute) as they do today. Nothing about today’s announcement changes that reality.

The “improvements” announced today involve moving a small portion of the project’s path through the northernmost towns in New Hampshire (a forty-mile stretch where an entirely new transmission corridor would be constructed) and include 8 miles of new underground lines, less than 5% of the overall route, to be buried in publicly-owned roads. Designed to make the project marginally less offensive to a few communities, these pathetically modest revisions are all PSNH can show for itself after two years and millions of dollars of closed-door land deals. Notably, Northern Pass does not currently have rights to use state and local roads and will seek them during the permitting process. In other words, Northern Pass could not find enough willing landowners to secure a complete route. Unaffected by the changes announced today, Northern Pass’s overhead lines would still cross the protected White Mountain National Forest, the Appalachian National Scenic Trail, the Pondicherry division of the Conte National Wildlife Refuge, and Bear Brook and Pawtuckaway State Parks, among other state lands and conservation areas.

Filled with gauzy statements about working with stakeholders and using precisely the same song and dance we’ve been hearing since 2010 regarding the project’s supposed benefits (complete with deliberate falsehoods about emissions reductions), Mr. Long’s announcement follows two years of adversarial, scorched earth tactics by PSNH, and PSNH affiliate Northern Pass Transmission LLC, like gaming the federal permitting process, attacking land conservation efforts, and blatantly misrepresenting the project’s support and its illusory economic and environmental benefits.

In this context, it’s not surprising that PSNH can’t keep its story straight. For example, Mr. Long is continuing to insist that Northern Pass needs no subsidies, even as the economic reality has changed and Northeast Utilities lobbyists have spent the last year fighting for subsidies to keep the project on track.

Likewise, the new plan to bury 8 miles of the project is flatly at odds with Northern Pass’s repeated insistence (including in a legal filing with the Department of Energy) that any burial would be too expensive. If burial is beneficial and practical for communities and stakeholders along a portion of the route, much more of the project – if not the whole line – should be sited underground, as Governor Hassan suggests in her first reaction to the route announcement.

Unfortunately, the new route moves the project no closer to a genuine solution that would bring meaningful economic and environmental benefits to New Hampshire and real progress toward a clean energy future for New England. It was just last week that CLF expressed cautious optimism that the region could benefit from imports of large hydropower from Canada, if the deals, policies and projects were done right. What is now clear: the “new and improved” Northern Pass project is nothing new, and isn’t the solution.

President Obama Steers U.S. Climate Policy Towards the Lighthouse of New England Leadership

President Obama has always talked a good game on climate. But simply stating that “for the sake of our children and our future we must do more to combat climate change” is not a substitute for action. Today, the President proposed a package to step up the actions of the federal government to confront and attack this fundamental threat to our communities, economy, families and environment.

CLF applauds the President’s actions to reduce the greenhouse gas emissions that are changing our climate – emissions that damage the public health as well as our environment; harming our kids and our climate. However, we feel obliged to point out that these are simply overdue steps in the implementation of the Clean Air Act. In the landmark case of Massachusetts v. EPA the Supreme Court clearly laid out the duty of the federal government to address the pollutants causing global warming under that law.  This is not about unilateral action by the Administration:  it is about the executive branch doing its essential job of implementing the law enacted by Congress and interpreted by the Courts.

While the emissions reductions efforts the President is proposing are modest, they are very much a step in the right direction — as long as they aren’t undermined by any approval to move dirty and dangerous tar sands oil through our country.

Addressing, Not Just Feeling, the Impacts of Climate Change

The President’s plans for taking on the practical business of adapting to and managing life in a changing climate is another common sense step in the right direction. Given the real and devastating impacts of blistering summer heat, rising seas, extreme rain and snow storms on our communities and economy, this work is essential.  The focus of the Administration on climate adaptation efforts by U.S. Department of Agriculture is heartening.  It is hard to think of something more fundamental to our families and communities than food; drought and other climate change impacts are wreaking havoc on our food system, and so far, this issue has not received sufficient attention.

Building on a Record of State Leadership

By moving forward with emissions reduction measures, the federal government sets off (at last!) on a path blazed by the states that have been leaders in the effort to reduce dangerous emissions from the burning of coal, oil and gasoline.

New England, along with a few other states and regions, has been a beacon for the nation on climate and energy policy. Over the last decade New England, according to data compiled by the U.S. Department of Energy, has reduced its emissions of carbon dioxide from the burning of fossil fuels, the chief cause of global warming, by over 10%: reducing regional emissions by over 20 million tons a year.  Our emissions reductions have been accompanied by a rise in new economic investment in clean energy and technology. In Massachusetts alone, an economic survey showed the Clean Energy economy growing by 11.2% between July 2011 and July 2012 with a business census revealing 71,523 people employed at 4,995 clean energy businesses across the state.

CLF and its allies in the region are continuing to set a high bar for both the states and the feds, pushing for a Coal Free New England where our electricity comes from increasingly clean sources and is used more and more efficiently, as well as reducing emissions from our transportation system by shifting to cleaner cars, increasing transit use and building smarter and healthier communities. We must continue to pursue emissions reductions that meet the mandates of science and science-calibrated laws like the Massachusetts and Connecticut Global Warming Solutions Acts.

CLF is all about environmental solutions – and therefore we cheer the decision to further expand the aggressive development of renewable energy on federal land and federally owned, managed and financed facilities.  From intelligently and carefully sited wind farms to solar panels on housing projects to delivering on the promise of offshore wind, the time has come to go fossil free.

The Moral Duty to Act – Retreat or Surrender Are Not Options

There is no going back – the plans for emissions regulation, adaptation planning and renewable energy development unveiled today are  long-overdue steps that require aggressive action to bring to fruition. The duty to act might be invested by law in the Administration but the moral duty to protect future generations rests with all of us and we must hear the call and push our elected representatives, from the President on down, to take action.

“If the government’s action to address global warming were a basketball game, they are playing like it’s the first quarter when in reality there are only a few seconds left on the clock.” A well put simile stated by Eshe Sherley in her video that started the KIDS vs. Global Warming Petition public hearing at Mass DEP last week. On Thursday June 13, young students from the Boston Latin School who are members of Youth Climate Action Network spoke to Massachusetts DEP and asked the agency to do more. These students along with two Boston College Law students demonstrated that they are concerned for our futures by creating a petition asking DEP to do what it is supposed to do.

“Connect the dots” is what one student from Boston Latin School asked DEP to do. He and many other frustrated students and environmental organizations are asking DEP to change its attitude towards global warming and step up its game. In the hearing the students listed out particular environmental projects that they want DEP to take on, from reducing carbon emissions to making environmental initiatives in Massachusetts transparent and user friendly for the public. These students also listed out activities that they have led and demonstrated how they have made a difference in their school. For example, these students implemented water bottle filling stations in their school, and even created a “Green Day” – a  day where students tried to be green as possible.  Raffle tickets were given to students who traveled to school by taking public transportation, biking, walking or carpooling. These students demonstrated how they made a difference in their school community and wanted to encourage their government to do the same for Massachusetts.

The students are calling on DEP to issue regulations under the MA Global Warming Solutions Act. In particular, the petition calls on DEP to Publish the delinquent rules expressly required by Mass. General Laws Chapter 21N Section 3(d) establishing declining levels of annual aggregate emissions rates as mandated by that law.” In response to the student’s demands, DEP gave a presentation on what the DEP has done and is working on.  But DEP’s actions fall far short of what it is required to do, frustrating the students, environmental organizations and others in the room. The students hope their petition will light a fire under DEP to respond with a sense of urgency and help create a healthier environment. CLF and many others stand with the students in calling on DEP to get the job done now.

Getting It Right in the Regional Process for Canadian Hydropower Imports

For a question as big, complicated and important as what role new imports of Canadian hydropower should play in New England’s energy future, it takes more than two lines in a press release to answer it. Indeed, we at CLF have been working on this issue for years. So, it’s worth explaining in a little more depth how a new initiative announced this week could help the region come up with a sound answer that serves the public interest. The “could” is crucial, because the initiative follows in the wake of a series of poorly conceived transmission (Northern Pass) and subsidy (Connecticut and Rhode Island energy legislation) proposals that ignored key questions and advanced narrow interests.

What we know: the major Canadian utilities want to sell more power into our markets and have been executing plans to build massive new hydropower facilities and to develop new transmission corridors into and through New England.

What we don’t know: are new large-scale hydropower imports the right move for New England? In particular:

  • Will new imports supply cost-effective power to the region – i.e., with economic benefits that exceed impacts?
  • Will new imports actually help reduce the region’s greenhouse gas emissions?
  • Will new imports diminish the impetus for renewable energy projects that are based in New England?
  • Will new imports displace the dirtiest power on the regional grid?
  • Will new imports drive more and more development of costly and environmentally damaging hydropower projects in Canada?
  • How many and what kind of new transmission projects do we need (if any), and are the community and environmental burdens and benefits of those projects shared equitably?
  • What are the energy alternatives to new imports and are they a better solution to the region’s energy needs?

On Monday, five New England states announced that they would be initiating a process that could lead to a large procurement of Canadian hydropower. Almost all the details remain to be worked out, with the New England States Committee on Electricity (NESCOE) – an organization that represents the shared interests of New England state governments in electric energy policy – managing the effort. NESCOE also is implementing the New England states’ initiative to procure renewable energy from qualifying sources, to satisfy the goals of the states’ Renewable Portfolio Standard programs.

As I indicated in the press release on the initiative, CLF is optimistic that NESCOE’s procurement process could help New England define the right role for new hydropower imports. In fact, if done well, the procurement process could provide a version of the regional assessment and strategic plan for hydropower imports that CLF and others have been advocating for more than two years. What would “done well” mean?

  • The process must include, up front, a sound, technical analysis of the region’s long-term need for new hydropower imports in the context of the many alternatives, including renewable energy, distributed generation, and energy efficiency efforts that exist here in New England.
  • The process must be carefully structured to assure a level playing field that properly values the most intelligent strategies to meet the states’ climate and economic goals, with no special preferences for particular companies and no ratepayer-financed windfalls.
  • The process must honestly, rigorously, and credibly analyze the potential climate benefits of new imports, in light of the unequivocal science that large-scale hydropower projects and especially new facilities result in significant greenhouse gas emissions and that most net reductions will likely be over the long term, not the short term.
  • The process must fairly and equitably allocate properly-accounted greenhouse gas emissions impacts among the participating states, as states like Massachusetts and Connecticut look to make good on their legal obligations under their Global Warming Solutions Acts to reduce emissions.
  • The process must acknowledge and avoid rewarding the considerable environmental damage associated with large-scale hydropower development in Canada, especially the additional dam projects that new imports may facilitate.
  • The process must disavow the early, troubling signs that it could be used as a vehicle specifically to promote Northeast Utilities’ current, fatally flawed Northern Pass proposal through New Hampshire.
  • The process needs to bring New Hampshire to the table, as a willing and empowered participant.
  • The process must assure that new imports complement, not undermine, renewable energy development in New England, in order to assist in the beneficial development of wind and other renewable projects and to help the states in meeting their existing renewable energy goals and mandates.
  • If new transmission solutions are needed, it is essential that the process ensure that developers pursue the lowest-impact technologies and routing options.

As I said, it’s complicated. But there’s a real opportunity to get it right, and CLF is committed to ensuring we make that happen.

Vermont Gas Expansion Increases Greenhouse Gases

Expanding natural gas in Vermont moves us in the wrong direction to address climate change. The expansion increases greenhouse gas emissions, compounding Vermont’s contribution to climate change.

In detailed testimony filed with the Vermont Public Service Board, Conservation Law Foundation explained that the simplistic evaluation by Vermont Gas that the expansion will reduce emissions is simply wrong. Testimony from Dr. Elizabeth Stanton shows on pages 18-19 that expanding natural gas increases emissions more than three million tons over 100 years and brings environmental costs of an additional $76,000,000.

This project is not a good deal for Vermont.

Dr. Elizabeth Stanton shows that the emissions from the full life-cycle of the project result in significant increases in global warming pollution. This project will be around for a long time as will its greenhouse gases. Dr. Stanton explains on pg 9:

“The natural gas life cycle is the set of all processes related to the use of natural gas from its extraction, processing, and distribution, to its end-use combustion. Life-cycle analyses are studies that determine the upstream and downstream consequences of a particular product or service used by consumers.”

Its overall emissions include leaks of methane, a gas 25 to 72 times more potent than carbon dioxide when it comes to climate change.

Testimony by Dr. Jon Erickson, Dean of the Rubenstein School of Environment and Natural Resources at the University of Vermont shows that expanding gas results in locking us in to fossil fuels at a time our climate and energy goals require moving the opposite direction. He states at pg 6:

“Any expansion of the delivery of natural gas to customers in Vermont has the potential to substitute for other nonrenewable, carbon-based fuels (such as fuel oil), but also has the potential to displace current and future uses of renewable energy (such as wood-based home heating or district heating).”

His testimony goes on to state at pg 8:

“Beyond GHG-related risk, the extraction of natural gas supplies is using increasingly environmentally damaging procedures such as hydro-fracking, a practice that Vermont has temporarily banned within State borders. Environmental regulation in other States and Canadian Provinces poses a risk to the long-term stability of natural gas supplies.”

Let’s be honest. Increasing our reliance on fossil fuels, including natural gas, is a bad move.

 

 

 

“No supportable basis for optimism” and “ever higher costs”: PUC Staff calls out PSNH’s failed business model

This past Friday, staff from the New Hampshire Public Utilities Commission and The Liberty Consulting Group issued the results of their investigation (PDF) into the impacts of PSNH’s failing business model and “ever higher costs” to consumers. The Union Leader and NHPR were quick to quote the report’s damning conclusion:

In summary, the situation looks to worsen, as continuing migration from PSNH’s default service by customers causes an upward rate trend. We find no supportable basis for optimism that future market conditions will reverse this unsustainable trend, especially in the near term. To the contrary, the PSNH fossil units face uncertainties that combine to create a risk of further, potentially substantial increases in costs.

This underlines the benefits of abandoning PSNH’s residential energy service, noting that “PSNH’s default service rate has exceeded [competitive supplier] rates since mid-2009.” As PSNH itself stated in a filing before the NH Supreme Court in May, PSNH energy service ratepayers “have the legal right and ability to avoid payment of PSNH’s default energy service rate entirely by buying their electricity from a competitive electric power supplier.” The PUC staff’s report serves as a call to action for New Hampshire consumers to save money, protect their finances, and improve the environment by buying energy from lower cost and more efficient energy suppliers.

PSNH’s only public response to the report thus far has been to cite the dispatch of their coal units during extreme temperature events this year as evidence that the plants are necessary “insurance” against natural gas price increases. The report itself contradicts this, however, noting that even at this year’s levels of natural gas price spike frequency and severity in New England (due to a cold winter and a late spring heat wave two weeks ago), natural gas price fluctuations “have not served to give the PSNH fossil units enough of a boost to overcome their negative value,” and that PSNH has not offered any data or analysis to rebut this finding. That is, even with the extreme peaks of electric demand felt in the past year requiring their use more often than in the past few years, PSNH’s fossil fuel fired power units still lose ratepayer money.

The report assesses the real financial impacts of PSNH’s past and possible future decisions to invest in their coal units rather than shut them down, and demonstrates that the ratepayer money lost if PSNH’s electricity generation is sold off will be lower than many might fear. The key points raised by the report include:

  • Even in a best case scenario, PSNH’s already above-market rates will continue to climb. The investigation calculated PSNH’s energy service rates with a myriad of possible variables, including high natural gas prices and lower coal prices (the scenario that PSNH claims will validate its economic decisions) and a migration rate lower than PSNH reported this April. In all cases, the report found that PSNH’s default energy service rate would climb still higher than their current well above market 9.54 cents per kilowatt hour rate, to 10 or 11 cents per kilowatt hour.
  • Customers continue to flee PSNH’s energy service. CLF has been reporting the steep increase in residential customers rejecting PSNH’s high energy service rates for a while now. We’ve also noted that most large commercial customers had migrated away from PSNH years ago. The combination of these two trends led to the report this May that migration across all customers reached half of PSNH’s total load as of the end of April.
  • The full cost of the Scrubber Project has yet to be felt by ratepayers. PSNH has started recovering the cost of the ill-founded scrubber installation at Merrimack Station to the tune of 0.98 cents per kilowatt hour on a temporary basis. The report estimates that full recovery of the scrubber’s cost would nearly double that amount, to 1.8 cents per kilowatt hour added to ratepayers’ bills. This, of course, is a cost that competitive energy service providers don’t have to deal with.
  • Looming environmental compliance projects as Scrubber redux? PSNH is currently waiting for its new final permit from EPA for cooling water withdrawal and discharge at Merrimack Station. The final permit is likely to require cooling water intake structures (like those constructed at Brayton Point Station in MA), at a price tag of $111 million or more, in addition to other protections for water quality and wildlife. Costs associated with new or impending air quality requirements would require additional compliance at significant cost, and these estimates don’t even take into account the risk posed by CLF’s ongoing Clean Air Act citizen suit.
  • Potential ratepayer costs from divestment of PSNH’s electricity generation would be minimal. If PSNH’s generating assets are sold, New Hampshire state law allows PSNH to recover from ratepayers costs that are not covered by sale proceeds (“stranded costs”). The report roughly estimates that potential energy service rate increases to cover stranded costs would be no more than 0.9 cents per kilowatt hour and possibly much less, given the high value of PSNH’s hydro generation units.

The report ultimately recommends that the PUC initiate a proceeding to solicit formal feedback on the report and its conclusions. This proceeding would likely result in firmer value estimates for PSNH’s assets, interim steps that could be accomplished through the PUC’s existing authority, and more detailed recommendations for legislation.

As CLF and the Empower NH coalition have repeatedly noted, promoting and advancing competition in New Hampshire’s energy service markets yields only benefits for the state’s electricity ratepayers in the face of PSNH’s “ever higher costs” to ratepayers. While the PUC and the Legislature decide how to implement the recommendations of this report, ratepayers should continue to vote with their feet and leave PSNH’s energy service.

Vermont Yankee – Another Day Another Court Hearing

On June 4, Judge Reiss of the Federal District Court in Burlington, Vermont will take up the latest lawsuit from Vermont Yankee’s owners. Once again, Entergy, the owner and operator of Vermont’s tired old nuclear plant, is asking a federal court to give it a free pass.

Entergy wants to stop Vermont regulators from having any say over its operations.

This latest skirmish involves the building of a back-up diesel generator. Entergy claims the Nuclear Regulatory Commission requires the generator and that Vermont is getting in its way. It needs the Federal Court to stop any Vermont review of the proposal.

Hold on. Vermont’s regulators already issued a proposal that would approve the generator. The only deadline is one that is self-imposed by Entergy. The current schedule allows a final decision even before Entergy’s self-proclaimed “deadline.”

So what’s this really about? Entergy’s world view seems to suggest that the less oversight it has the better. But that’s not good for Vermont. The federal court should see through Entergy’s antics and allow the Vermont proceedings to continue.

Air Quality Alerts; What You Can Do About Them

The heat is here!

Even though it’s technically still spring until late June, it feels as though summer has already come to stay in southern New England. While we New Englanders pride ourselves on being able to handle all kinds of weather, the health risks posed by poor air quality shouldn’t be ignored.

On a hot summer day, I know I make sure to check the weather in the morning before leaving to see how hot it might get and if there’s a chance of rain. Weather reports and weather websites are good at giving us lots of data about the day’s weather in general (hourly temperatures, chance of rain, and radar maps tracking storms), but don’t always give a detailed explanation when there’s an air quality alert (like there is this weekend).

What does an Air Quality Alert really mean?

The Air Quality Index combines measurements of ground level ozone and particulate matter to determine when levels of those pollutants might be harmful to humans.

Ground level ozone forms when pollution from cars, construction equipment, factories, and power plants containing oxides of nitrogen and volatile organic chemicals mix in sunlight. While lots of ground level ozone is formed in urban areas on hot days, it can also be blown over long distances by wind. Particulate matter is just what it sounds like, particles from construction dust and pollen down to heavy metals and toxic pollutants. Both ground level ozone and particulate matter can be inhaled and cause serious respiratory problems. Southern New England and the mid-Atlantic seaboard are at special risk for ground level ozone and particulate pollution due to the combination of big cities and winds blowing east.

Ground level ozone and particulate matter at levels that commonly occur here in the summer can cause some very unpleasant health problems for even healthy adults (coughing and wheezing isn’t a lot of fun), but can be dangerous and even life-threatening for kids with asthma or other breathing problems, adults with chronic conditions, and the elderly. And some studies suggest that ground-level ozone can actually cause asthma and breathing problems in kids. Adults at risk and parents of kids at risk probably know more about all of this than the average person, but hearing that there’s an Air Quality Alert on the weather can still leave anyone with a lot of questions.

As you can see from the AQI scale, a score of 50 would be labeled “good” and 51 would be “moderate,” so more precise data is essential. What can I do about bad air quality in the summer?

While there are of course steps that people at risk from elevated ground level ozone and particulate levels can take to protect themselves from dangerous breathing events, the good news is that there are simple and very important things we can all do to help prevent elevated air quality:

  • Prevent your car from contributing to vehicle emissions: try to limit driving trips and take public transportation if possible.
  • Reduce the amount of electricity that your household uses, keeping the worst-emitting fossil fuel fired power plants from being pressed into service: Keep your air conditioner a few degrees higher, and make sure to turn lights and electronics off when you’re not using them.
