Does the Environmental Movement Expect Too Much Head and Not Enough Heart?

A New York Times opinion piece titled “Is Algebra Necessary?” caught my eye the other day. My first job out of college was teaching algebra to teenagers. I can still factor a quadratic equation, and I actually find it kind of fun. However, many students, at the high school and college levels, fail the required course in algebra and drop out. The eloquent author of the piece – an emeritus professor of Mathematics – argues that quantitative reasoning is essential, but mastery of algebra is an unnecessarily narrow measure of quantitative skill, and our society is poorer for excluding students who are befuddled by algebra.

In other words: a too-rigid insistence on a particular analytical technique (algebra) is tripping up people who “get it” (have a sufficient general grasp of quantitative issues), and we are worse off as a result.

In a recent edition of Rolling Stone, Bill McKibben beautifully demonstrates the importance of not getting tripped up on details, but firmly understanding the big quantitative picture. In “Global Warming’s Terrifying New Math” (which I highly recommend), McKibben avoids the trees and tells the lesson of the forest, in its blindingly obvious and powerful simplicity: We have to change dramatically, and quickly, to preserve the planet as we know it.

McKibben’s message stirs you deeply. It evokes an existential, even spiritual response. And it does so by appealing to our hearts and our guts. There’s enough math to convince our heads, but his message is not aimed at our heads. We know what’s going on in the world. We can feel it. McKibben knows that, and aims to connect with us where we feel things, not in the left side of our brains.

Which leads me to the question: does the environmental movement have the equivalent of an algebra requirement? Do we tacitly insist that everyone master the complex facts before they get involved? If so, should we? Does everyone need to be a left-brained, deep diver into the complexity of the debates, or is it sufficient that they feel strongly that it’s time to act, and are compelled to do so by their heart, their gut or their spirit?

This is somewhat uncomfortable terrain for us. Let’s acknowledge that. We have seen examples in the public realm of policy being based solely on faith, without regard to evidence from the real world. Sometimes this can be disastrous. And it is a rock-solid principle of our movement that policy must be based on sound science and evidence. All of that is entirely true and I would never veer from it.

But there are many people who could be our allies who are not, even though they know the same truth: we need to change in order to save the planet as we know it. And to avoid massive human suffering in the near future. And to protect species faced with extinction. And to deliver a more equitable world. And even to help promote a world better aligned with spiritual forces much larger than us.

Does our preoccupation with matters of the head prevent us from reaching those for whom matters of the heart and soul are more motivating? Is that our “algebra”?

My hunch is that as a movement we expect too much “head” and not enough “heart,” in general. We look for people who can “figure out” what to do next, and trust that if we can win people’s minds either their hearts will follow or we don’t even need their hearts.

What if we attracted to our movement people who appeal to the hearts of others, to begin with? Who see water pollution in the lower Mystic River in Boston, for example, not as an issue of discharge pipes and toxicity but as an issue of hunger and hope, exclusion and unity? What if we talked about climate change not as sea level rise and drought, but as a threat to our spiritual wellbeing?  Would we reach different audiences, and could they help us achieve our mission, having become part of us?

Recently I read two books, one new and one old, on the subject of environmentalism and spirituality, or at least environmentalism and much bigger, existential themes.

The first, Between God and Green, is by Katharine Wilkinson, who is a friend and former classmate of CLF staffer Ben Carmichael. The Boston Globe recently reviewed the book, saying:

Wilkinson tells a vitally important, even subversive, story at the heart of this carefully researched book. Over the past 30 years or more, even as the culture wars raged, an honest-to-God “evangelical Center” came to life in the political no-man’s land between the old-guard religious right and the secular liberal establishment. And as Wilkinson shows, one of the most significant expressions of that increasingly assertive center — as it seeks to broaden the “evangelical agenda” beyond abortion and sexuality to include global poverty, health, and social-justice issues — is a far-reaching environmental movement, based on the theology of “creation care,” and the effort by a new generation of moderate leaders to put climate change on the evangelical map.

I was struck by this more general observation by the author (p.8), about how messages grounded in spiritual terms can be more powerful than those aimed at the head, which we normally rely upon: “The guilt-based, fear-inducing messages that have often dominated can lead to paralysis rather than action, but religion is in the business of communicating a future worth fighting for. It can generate new meanings for climate change that drive engagement.”

The second book was Moby Dick, by Herman Melville. It is a true New England original – written in a snowy winter in the Berkshires (looking out at Mt. Greylock, in fact), also describing New Bedford and Nantucket in some detail, and expressing (it seems to me) the New England Transcendentalists’ view of the natural world and humans’ place in it. My colleague at CLF, Robin Just, like me, also just re-read this great fish tale and pronounced it “a strange and wonderful book.” I concur. It’s worth the time and investment, yielding sentences you stop and re-read several times, just for the joy of it. But I was arrested by this famous passage, from ch. 35, the Mast-Head, where Ishmael explores his spiritual connection to nature, high aloft in a crow’s nest on the mast, scanning the sea for whales:

. . . lulled into such an opium-like listlessness of vacant, unconscious reveries is this absent-minded youth by the blending cadence of waves with thoughts, that at last he loses his identity; takes the mystic ocean at his feet for the visible image of that deep, blue, bottomless soul, pervading mankind and nature; and every strange, half-seen, gliding, beautiful thing that eludes him; every dimly-discovered, uprising fin of some undiscernible form, seems to him the embodiment of those elusive thoughts that only people the soul by continually flitting through it. In this enchanted mood, thy spirit ebbs away to whence it came; becomes diffused through time and space . . . forming at last a part of every shore the round globe over.

There is no life in thee, now, except that rocking life imparted by a gentle rolling ship; by her, borrowed from the sea; by the sea, from the inscrutable tides of God. . . .

If we as an organization – and a movement – began appealing more to the heart, where would this take us? What would we do differently? What would it cost, and what returns can we expect?

These are tricky questions for us, but we have to pursue them. Otherwise, we will continue to fail to include large parts of our population in our movement, just like algebra may be excluding many who should be thriving in our society, and helping it thrive. The environmental movement needs a change of “heart.” We must not steer away from evidence-based, quantitative reasoning, but we must also reach out to people’s hearts. That’s where they feel their deep connection to nature and the planet.

At this unsettled and noisy time, it may be much easier to reach people’s hearts than their minds.

 

Two Years Later and No Path Forward for Northern Pass

After a summer when many in New Hampshire expected to hear about a revised route and a renewed public relations campaign for the Northern Pass transmission project, the current proposal, which surfaced almost two years ago, is facing new obstacles:

It is long past time for Northern Pass to acknowledge (contrary to Northeast Utilities’ recent sunny pronouncements to investors) that the current proposal – new route north of Groveton or not – is a non-starter in New Hampshire. Instead, we should be shelving this fatally flawed proposal, critically exploring whether and to what extent hydropower imports are needed, evaluating all the alternatives in an open and well-informed planning process, and continuing to pursue greater regional consensus and coordination to build a real clean energy economy with broadly shared benefits, on both sides of the border.

Bellamy River – A Hidden Gem In the Great Bay Estuary

There are seven rivers that drain into the Great Bay estuary, carrying freshwater runoff – as well as pollutants – from 52 communities including 10 in Maine. The Bellamy River, which flows into Little Bay, originates from Swains Lake in Barrington and flows east through the Bellamy Reservoir in Madbury and then through the City of Dover. Seacoast residents might be most familiar with the mouth of the Bellamy, which flows under the Scammell Bridge on Route 4.

Even though I have been working in the Great Bay estuary for nearly twenty-five years, I had never actually been on the river. Last week, I finally got that chance and was amazed by the lack of development along the shoreline. Starting from Little Bay, we cruised all the way to the former Sawyer Woolen Mills in Dover. Other than the occasional truck noise from nearby Spaulding Turnpike that runs parallel to the river, the Bellamy offers one of the best wilderness experiences in all of Great Bay.

Wildlife is abundant along the river, in part due to the presence of two large preserves. Located near the mouth of the Bellamy and Royalls Cove is the Bellamy River Wildlife Sanctuary.  Owned and managed by New Hampshire Audubon, the Sanctuary consists of twenty six acres of prime wildlife habitat. Just above the NH Audubon Sanctuary is the Bellamy River Wildlife Management Area (WMA), managed by the NH Fish and Game Department. The area was acquired in early 1990’s using State land protection funds and protects 400 acres of tidal creeks, wetlands, woodlands and fields. Common wildlife found here are deer, pheasant, bobolinks, meadowlarks and waterfowl. You can learn about hiking opportunities by visiting the Fish and Game website.

Fall is the perfect time to hike all of the protected lands around Great Bay including the two areas above. The Scammell Bridge is also a popular fishing spot for local anglers. However, if you really want to enjoy the abundant birdlife along the Bellamy, I would recommend kayaking the tidal portion of the river.

You can leave right from the Scammell Bridge Access Point. You can park on the north side of Route 4 and from here head up river.  In addition to great blue herons, you can expect to see lots of other bird species especially as fall migration season begins in September. Keep in mind to always check the tides when kayaking in the estuary. The Bellamy River is best enjoyed at high tide providing easy access to the numerous tidal creeks found along the way.

Exploring the Bellamy reminded me why Great Bay is such a special place. As the overall health of the estuary continues to decline, we need to protect this remarkable resource for future generations. Treasure on Cashes Ledge: An Ocean Refuge in Need of Protection

New England is as famous for its coastline as for its fish – but what lies beneath New England’s waves goes largely unseen and unremembered. One of these unknown treasures is Cashes Ledge, a 25-mile long underwater mountain range which lies 80 miles off the coasts of Massachusetts, Maine, and New Hampshire and shelters one of the most distinctive marine ecosystems in the Atlantic. But Cashes Ledge is as sensitive to human interference as it is important to ecological diversity. With limited protection against increasingly destructive fishing techniques, Cashes Ledge remains vulnerable.

Atlantic Riches

Cashes Ledge hosts a remarkable diversity of marine life, from the Atlantic wolffish and rare blue sponge to the unusual red cod. The reason for such diversity lies in the mountain range itself, whose pinnacles interrupt the primary Gulf of Maine current and create a stunning oceanographic phenomenon known as internal waves, which carry high levels of nutrients and oxygen from the sea surface to the sea floor. This unusual circulation pattern results in an incredibly productive and diverse ecosystem. Cashes Ledge boasts the deepest cold water kelp forest in the Gulf of Maine and possibly the North Atlantic and has a rich array of invertebrates including sea anemones; bright orange, red, yellow and blue sponges; horse mussels; sea stars; brittle and feather stars; sea squirts; worms and northern shrimp. Atlantic bluefin tuna can be found pursuing herring on Cashes Ledge and blue sharks are common during the warm summer months. Humpback and Northern right whales often stop off to feed on the abundant supply of plankton. Cashes Ledge is also rich in a variety of groundfish including Atlantic cod, white hake, monkfish, haddock and redfish. A variety of offshore sea birds can be found dining at Cashes, such as sooty shearwaters and Wilson’s storm-petrels.

Cashes Ledge is also a rarity in New England waters. Though the ledge’s jagged, rocky formation has protected this particular habitat from significant human interference, other areas in the Gulf of Maine have not been so lucky. Cashes Ledge is unique in the greater Gulf of Maine system because its mountains shield one of the few remaining examples of what an undisturbed and thriving ecosystem in this region could look like. It’s no wonder that scientists have used Cashes Ledge as an oceanographic research lab for decades.

Under Attack

Up until the late 1900s, the rocky seafloor surrounding the Cashes Ledge mountain range prevented fishermen from trawling the ocean floor for their catch. Today, modern fishing gear equipped with “rock-hoppers” is more effective and more destructive, and poses a serious threat to this ecological treasure beneath the waves. Certain species are especially at risk. Bottom trawling could easily wipe out certain populations of sea anemones, and scientists estimate that it would take over 200 years for the population to recover and return to the area. The kelp forests are also prone to shredding from simple fishing gear like lines, hooks, and traps, and bottom trawling could remove entire sections of the kelp forests – requiring years to recover. Any sustained damage to this delicately balanced ecosystem could last for decades or more.

Inadequate Protection

Though a portion of Cashes Ledge is currently protected by the New England Fishery Management Council (NEFMC), this protection is very limited. A part of Cashes Ledge has been designated as a habitat protection area and much of it is currently closed to fishing for cod, haddock and other groundfish. However, Cashes Ledge remains open to fishing with certain kinds of gear such as “mid-water” trawlers, large offshore lobster pots and seine nets that can seriously impact this sensitive ecosystem. Furthermore, the NEFMC is now considering modifications or elimination of these already limited protections – threatening the diversity of ocean wildlife and the unique habitat found on Cashes Ledge and the long-term health of this important and vulnerable ecosystem.

CLF Action

CLF has taken the lead in campaigning for the permanent protection of Cashes Ledge from damaging fishing gear. It is clear to us that the real value of this special place lies in preserving this treasure for ocean wildlife and as an open sea laboratory for the world’s scientists.

CLF is also committed to raising public awareness for Cashes Ledge and other ocean habitats through the recent launch of the New England Ocean Odyssey, featured earlier in this issue. This five-year program is just one of many ways CLF remains dedicated to conserving New England’s oceans.

Protecting Cashes Ledge is more than an environmental obligation – it is an opportunity. Preserving this area of natural beauty offers the chance to create another legacy for New England – one that recognizes its biodiversity and provides a thriving environment for generations to come.

PSNH Ratepayers Get Cleaner, Cheaper Power Choices

Most customers of Public Service Company of New Hampshire get one of the worst electricity deals in New England. Their ratepayer dollars subsidize the operation of PSNH’s outdated, inefficient coal-fired power plants; they live with the public health impacts of air pollution from PSNH plants; they have seen (and will see) their rates rise thanks to PSNH’s abysmal planning; and they won’t see much if any benefit from the billion-dollar transmission project – Northern Pass - that PSNH is spending so much time promoting. Meanwhile, electricity for other New Englanders is getting cleaner and cheaper.

The good news for PSNH customers: they now have choices.

One of the more promising reforms associated with the restructuring of the region’s electric market in the late 1990s – “retail choice” – has been painfully slow to materialize for New Hampshire residents and small businesses. Most have been stuck with PSNH’s default energy service. (With their superior purchasing power, NH’s big businesses have been able to escape PSNH’s above-market rates for some time – either by buying power from the wholesale market themselves or through power buying groups organized by the likes of the Business and Industry Association.)

In the last few months, several companies - including Resident Power and Electricity NH - have started offering electric service to New Hampshire residents, and more companies are planning to do the same. Just last week, the Portsmouth Herald reported that USource (an affiliate of New Hampshire utility Unitil) is now working with chambers of commerce around the state to serve groups of small businesses. (UPDATE (8/14): Per today’s Union Leader, add Glacial Energy to the list.)

These companies’ rates beat PSNH’s energy service rate, and the savings are likely to increase as PSNH’s rate rises. And because these non-PSNH suppliers buy from cleaner, cheaper power sources, customers who switch do not pay to support PSNH’s dirty, uneconomic power plants. If you’re planning to switch, you should carefully read and understand the terms of your new contract. PSNH will continue to deliver your power and handle all billing.

It’s a win-win, a bit like finding that local, organic produce is priced less than conventionally-grown produce. (If you frequent one of New England’s many vibrant farmer’s markets or stop at a roadside stand this time of year, you often find yourself making exactly this discovery!)

But the competition is not good news for PSNH’s coal-fired business model  – or for the many customers who aren’t aware of their choices or are nervous about making the switch, whose rates will rise even faster as PSNH’s customer base shrinks. PSNH recently released its latest report on how many customers are making the switch – known as customer “migration” – and the numbers keep getting worse for PSNH. In June:

  • More than 86% of large commercial and industrial customers did not buy power from PSNH (accounting for 95% of the power delivered to such customers). Even though there was little room for them to grow, these numbers have climbed since last fall. 68% of medium-sized businesses also are choosing other suppliers.
  • With choices for New Hampshire residents and small businesses growing, PSNH’s numbers show that the percentage of residential customers who have left PSNH doubled (from a very small base) between April and June. This number is poised to increase dramatically. According to Electricity NH, which launched in June, it has already signed up 10,000 New Hampshire customers. We understand that Resident Power also is signing up customers at a fast clip.
  • Overall, 42% of power delivered to PSNH customers came from a supplier other than PSNH. This figure was 34% as of last July and has risen by almost a quarter in 12 months. Stated differently, since last July, PSNH has lost about 12% of its energy supply business.

These developments are only the latest signs that the writing is on the wall for PSNH’s coal-fired power plants and the disastrous public policy that keeps them in business. While CLF works to make sure New Hampshire policymakers get the message, PSNH ratepayers are getting the opportunity to send their own message to PSNH: no, thanks, we deserve better.

A View from Inside (and Outside) the Annual Meeting of the New England Governors

Last week I found myself on the beautiful shores of Lake Champlain in Burlington Vermont at the 36th Annual meeting of the New England Governors and Eastern Canadian Premiers.

Normally, this meeting is a low key affair that doesn’t have a big impact on the place where it is being held. That was not the case this year. Protests outside the meeting drew attention to issues, like potential import of tar sands oil into New England, that were not on the formal meeting agenda.

An Op-Ed by CLF President John Kassel which ran in a number of regional newspapers before and after the meeting and can now be found on the CLF blog, as well as those protests and pointed inquiries by the press in the meeting forced drew focus towards important and contentious issues like tar sands oil imports and the Northern Pass project.

But the action inside the conference was real and important.  Some notable highlights:

  • The Governors adopted a plan for “regional procurement” of renewable energy that creates an important framework for getting much needed clean renewable energy to get built across New England
  • The Governors and Premiers came together to hail the progress that has been made to reduce greenhouse gas emissions across our shared region since 2001 and to lay out a framework for further action
  • A plan was adopted for moving towards a cleaner transportation system that maintains and builds mobility while moving away from gasoline and other dirty fuels that produce a range of pollutants

The overall story here is of a cross-border region that is struggling to do the right thing for its economy and its environment.  The challenge we all face is ensuring that our states and provinces live up to the promises of their words, making the difficult transition away from dirty fossil fuels and providing leadership to both the United States and Canada to build a new clean energy economy.

Can New England and Canada Achieve ‘Frenergy’?

Against a backdrop of protesters vehemently opposing bad proposals to bring energy from Canada into New England, governors from the six New England states this week demonstrated their commitment to a clean energy future for our region. They resolved to pool their buying power, regionally, for renewable energy. This will boost wind and solar energy, among other clean sources, at the best available price — a much-needed step on our path to affordable renewable energy and independence from dirty fossil fuels.

The resolution was announced at the 36th annual meeting of New England Governors and Eastern Canadian Premiers, held July 29th and 30th in Burlington, Vermont. The protesters outside the meeting had the attention of high-ranking officials from Canada, whose energy system has been linked with ours – in small ways so far – for decades.  That linkage could grow dramatically in the future, for mutual benefit.  Eastern Canada has the potential to serve markets all over New England with low-carbon, low-cost and clean electricity from renewable sources. And New England needs it, if we get it on the right terms.

The wrong terms are exemplified by the Trailbreaker proposal and the Northern Pass transmission project, the two Canadian energy proposals galvanizing protesters outside the meetings in Burlington. Trailbreaker would send slurry oil derived from tar sands in Western Canada to Portland, Maine by reversing the flow of the Portland-to-Montreal pipeline that has cut across Quebec, Vermont, New Hampshire and Maine since it was built over 50 years ago. Northern Pass would cut a route running the length of New Hampshire, including through the White Mountains, for a high-voltage DC transmission line to deliver Canadian hydropower to parts of New England. In both cases, the environmental burdens far outweigh any benefits for our region.

However, long-term supplies of hydro, wind and other sources of power – that respect and significantly benefit the landscape through which they are transmitted, support rather than undermine the development of New England’s own renewable energy resources, replace coal  and other dirty fuels, keep the lights on at reasonable cost, and accurately account for their impacts – are what New England needs. The details will be complicated, but they can be worked out.

Conversations inside the meeting were tilting in the direction of such productive cross-border cooperation, and the announcement of a regional resolution to bring clean, affordable energy to New England may have provided some salve for the protesters. Still, we need to continue to be vigilant about Trailbreaker and Northern Pass and we will spend the effort to defeat them if we must. But any effort spent on these deeply-flawed proposals –whether advancing them or fighting them – is an unfortunate use of precious time for both countries, given the urgent call of climate change.

The sooner we get to the task of building our shared clean energy future the better, for New Englanders and our friends to the north.

Green Slime or Clean Water: What’s the Future of Great Bay?

A week ago I had the pleasure of attending an event to celebrate the restoration of a tidal river. The Winnicut River – primarily located in Greenland, NH – is now the only dam-free river in the Great Bay estuary. Thanks to the hard work of the Winnicut River Watershed Coalition and numerous state and federal agencies, the project includes a new fish passage and, in addition to the dam removal, a restored shoreline.

Despite being a beautiful July summer day, the event was marred by one distinct image. The free-flowing river now supports a large area of abnormal algae growth – the direct result of excessive nutrients. Standing on the water’s edge, it was impossible to miss the mat of green slime. This certainly put a damper on the celebration.

The Winnicut River is not the only site in the estuary where algae is now taking over. Large mats of macroaglae can be found in the Lubberland Creek area, and algae has been taking over places where eelgrass – the ecological cornerstone of the estuary – historically grew. However, the Winnicut River provides a valuable lesson that despite our best efforts, the Great Bay estuary faces the risk of further degradation that could lead to a collapse of its sensitive ecosystem. Our only option is to invest in the needed improvements to our infrastructure to dramatically reduce the amount of nitrogen pollution from wastewater treatment plants and stormwater.

This is why it’s so important to build a stronger voice for the estuary, and why I’ve been working so hard to build the Rescue Great Bay coalition. In a previous blog, I discussed the formation of this new collaboration – at that time consisting of eight founding members: the NH chapter of the Coastal Conservation Association, the NH Coastal Protection Partnership, the Great Bay chapter of Trout Unlimited, the Town of Newington, the Winnicut River Watershed Coalition, the NH Rivers Council, EcoMovement, and CLF’s Great Bay-Piscataqua Waterkeeper.  I’m pleased to say that in the last month alone, six more organizations have joined the effort – the Great Bay Stewards, New Hampshire Audubon, the Exeter-Squamscott Local Advisory Committee, the Lamprey River Watershed Association, the Oyster River Watershed Association, and Green Power Management Holdings, Inc. of Newmarket, NH.

As Great Bay-Piscataqua Waterkeeper, I’m pleased to serve as the lead for Rescue Great Bay. We are building a common voice for Great Bay to educate the public about the need for immediate action to clean up the estuary. Everyone has who has joined the group understands what is at stake – the longer we wait to take corrective actions, the more the estuary is at risk.

Part of our effort is to show that the public cares about the Great Bay estuary and wants to see meaningful action.  Toward that end, we now have a “Rescue Great Bay” petition that hundreds of people throughout the Seacoast have signed.  It reads:

“We, the undersigned, believe that clean water and a healthy Great Bay estuary are essential to the quality of life in New Hampshire’s Seacoast region and southern Maine.

“We also recognize that the health of the Great Bay estuary is in decline as a result of  water pollution from sewage treatment plants and stormwater runoff.

The Next Opportunity for Growing Renewable Energy in New England: Going Big by Going Regional

The story of renewable energy development in the United States has included many important moments in which the states have provided leadership – most notably through fostering the shaping and building of new markets for renewable energy markets through programs like Renewable Energy Standards (also known “Renewable Portfolio Standards”).  These efforts have been of great value to the states who put them in place and have complemented and reinforced the incentives and programs to build up renewable energy resources like wind and solar by the Federal Government.

We are at a critical moment in the history of renewable energy development.  The collapse of coherent federal renewable energy policy, due to congressional inaction, in the form of failed attempts to put in place a Renewable Energy Standard and renew the Production Tax Credit, has created a greater need for state action – especially when clean renewable energy is an essential puzzle piece in solving the fundamental climate crisis that we face.

An interesting new element in this story is the quest by the New England States, working through a variety of vehicles, to develop a new “regional procurement” strategy that will allow the states to minimize the cost and maximize the benefits of renewable energy development for the region. This idea, also being discussed by leading scholars, could be a way to move forward smart and effective energy and climate policy, producing great value for a very reasonable investment.

This is far from a theoretical question.  Last year, in July 2011, the New England Governors directed their staff and the New England States Committee on Electricity who work with that staff, to continue to develop and build a mechanism for regional procurement. On July 29-30, 2012 the Governors meet again in Burlington Vermont and will hear a report on how that work has gone.  Will they take the critical step of moving beyond study and consideration of this idea and take action?
