		<description>The federal government must accept partial, indirect blame for what happened.  Its policies of severely restricting domestic oil production has forced the oil companies into deeper and deeper waters.  This is not to excuse BP (not an american company), which is clearly the party that will have to fix the problem and pay the bill.  But if you think the government is the &quot;good guy&quot; in this...well...you are wrong.</description>
