It always befuddles me how such a thing can happen. I read, I vote, I write to my spokespeople. It gets very frustrating at the very least. It really gets me angry at times. I would like to know who is responsible for this bewildering combination of legislative action. My thanks to anyone who can explain first; how this happened, and why.
