		<description>One of the many negative consequences of these proposed fare hikes and service cuts will be increased VMT and congestion, resulting in increased CO, CO2, VOC, etc. emissions.  Besides the blow this makes towards our chances of reaching our Global Warming Solutions Act GHG reduction goals, won&#039;t this invalidate the SIP conformity determination for 2012 and beyond?  The SIP assesses the TIP in the context of a status quo transit system.  Is there a potential legal action here?</description>
