		<description><![CDATA[Great article Robin, good coverage of a lot of information. We&#039;ve been on this isseu since 1992. (www.OCR.org ) There is still much work to do, but we&#039;ve also come a long way - as evidenced by many of the resources you cite. 

On one point: While there are still a lot of overlapping federal agencies the National Ocean Policy put together by Jane Lubchenco and Nancy Sutly addresses this by reconciling the agencies and regulations. Of course the House Natural Resources committee &quot;R&#039;s&quot; decided that it was a &quot;power grab&quot; and refused to fund it. We&#039;ll see what comes up these next few years.

Tying it in to Regional Ocean Plannings allows us to see how this will be a means of tackling such a complex and multi dimensional problem across such a large expanse of ocean. The only thing I don&#039;t see is any reference to ocean renewable energy. Certainly we&#039;ve all heard of the noise problems associated with wind turbines on land and as such must wonder about their effects on water.]]></description>
