ACTION ALERT: Tell the Department of Energy – Consider the Impacts of Northern Pass Hydropower!

This month, Seeking the Current wowed audiences across New Hampshire with the sublime beauty of Québec’s Romaine River – a wild, natural wonder that will essentially be destroyed by a new complex of hydropower projects, now under construction.  This complex is only one part of Hydro-Québec’s ongoing building boom – the keystone of the Canadian utility’s aggressive strategy to increase exports to the United States. The film also showed filmgoers that there are better, cheaper alternatives to new hydropower, including wind, solar photovoltaic, solar hot water, biogas, and investments in energy efficiency.  If these alternatives were scaled up and put in place throughout the province, Québec could still export more power to the United States – but without constructing new dams and reservoirs.

During the discussions after the film (one of which you can watch here), we heard the same question again and again – what can we do here in New England? The filmmaker Nicolas Boisclair observed that Hydro-Quebec’s strategy relies on opening new “doors” to New England and other export markets – like the Northern Pass transmission project. That’s another reason why CLF sees the permitting process for Northern Pass as so important – it is our opportunity to scrutinize whether we should open the door and on what terms, given all the impacts of the Northern Pass transmission project and the new Canadian hydropower the project makes possible.  And there is still time for all of us to tell the lead federal permitting agency for Northern Pass – the U.S. Department of Energy (DOE) – to do its job by fully considering the impacts of Canadian hydropower.

Understanding Northern Pass’s power source is fundamental to understanding Northern Pass, especially with the developers of the project touting the environmental benefits of Canadian hydropower at every opportunity. PSNH President Gary Long even has said “we wouldn’t be doing” Northern Pass if it didn’t provide a “greener, cleaner energy future.” But when it comes to scrutinizing all the impacts of that same hydropower in the permitting process, the developers change their tune, arguing that the impacts of Hydro-Québec’s strategy to build more hydropower projects and export more power to the northeastern United States are “beyond the reach of” federal law.

On this point, the developers are wrong. Federal law requires that all direct and indirect effects of the Northern Pass project be analyzed and considered as part of DOE’s environmental review. In the words of the Council on Environmental Quality – the office that oversees all federal environmental reviews – “agencies must include analysis of reasonably foreseeable transboundary effects of proposed actions in their analysis of proposed actions in the United States.” The impacts of hydropower in Canada – so stunningly documented in Seeking the Current and so much more worse for the climate than the misleading story Northern Pass developers like to tell – are “reasonably foreseeable” consequences of the Northern Pass project, and the Department of Energy must consider them, alongside all the potential impacts of building a large-scale transmission line through New Hampshire. CLF made this clear in our comments to DOE a year ago, but it is critical that DOE hear from as many voices as possible.

Would Northern Pass Swamp the Regional Market for Renewable Projects?

With the Northern Pass project on the table, as well as other looming projects and initiatives to increase New England’s imports of Canadian hydroelectric power, the region’s energy future is coming to a crossroads. The choice to rely on new imports will have consequences that endure for decades, so it’s critical the region use the best possible data and analysis to weigh the public costs and benefits of going down this road. To date, there have been almost no objective, professional assessments of the ramifications.

Today, CLF is making available to the public a technical report prepared by Synapse Energy Economics addressing a crucial issue: the potential effects of new imports on the region’s own renewable power industry. 

The report, Renewable Portfolio Standards and Requirements (PDF), explains how the Renewable Portfolio Standards (RPS) of each New England state and New York address hydropower and then examines the potential effects of allowing Canadian large-scale hydropower to qualify for incentives by allowing such power to count toward states’ goals for renewable power under RPS programs.

Vermont is currently the only state that allows Canadian hydropower to qualify for its (now voluntary) RPS. If Vermont elects to use Canadian hydropower to fulfill all or most of its RPS goal (which is contemplated by pending legislation that would make Vermont’s RPS mandatory), there would be a modest but important reduction in the incentives available to new renewable projects in the region. The report concludes that there would be a much more significant impact if the RPS programs in other states were changed to allow Canadian hydropower to qualify (as was proposed in New Hampshire and Connecticut earlier this year and is being discussed right now in Massachusetts). In that scenario, imports from Northern Pass (or import projects of similar size) would swamp the market, taking up 45% of the region’s mandate for new renewable power and deeply undermining the viability of new renewable development in the Northeast.

This finding is a new illustration of why CLF opposes changing RPS laws to count large-scale hydropower toward the region’s renewable goals, a result that would both harm local renewable projects and send incentives funded by New England ratepayers out of the country to suppliers that do not need them.

For their part, Northern Pass’s developers have downplayed any risks to local renewable energy but have refused to refrain from lobbying for and securing the very changes to the RPS laws that Synapse predicts would, when paired with new imports through Northern Pass, cut the legs out from under renewable energy based in New England. It is no wonder that it’s not only CLF sounding the alarm on this issue:  electric industry veterans like Cynthia Arcate and the trade association of New England’s competitive electric generating companies have also expressed concern.

The bottom line for CLF: any plan to increase imports will need a robust and comprehensive set of enforceable commitments – which are completely absent in the current Northern Pass proposal – for the region to ensure that New England’s own renewable energy industry will prosper and grow into the future.

The case for studying our regional energy needs continues to build

Earlier this week, National Grid, Emera, and First Wind announced preliminary plans for a major new transmission project between northeastern Maine and Massachusetts – the Northeast Energy Link (NEL).  The financing structure for the project, known as “participant funding,” is similar to the structure that federal regulators approved for the Northern Pass project in 2009.  NEL would consist of 220 miles of underground, high voltage direct current (HVDC) transmission lines, apparently to be sited in existing rights of way and transportation corridors, that would deliver 1,100 megawatts of power from future wind projects in northern Maine, as well as additional imports from Canada, to southern New England. National Grid and its partners have apparently found a way to make the economics of burying lines in already disturbed corridors work.  This development deeply undermines the continued refusal of the proponents of the Northern Pass project, despite CLF’s and others’ repeated requests, to consider the same approach.

NEL is an intriguing proposal, particularly because it emphasizes New England-based wind resources. As with Northern Pass, the proposal warrants thorough review through robust, comprehensive permitting processes.

More immediately, the proposal underscores the urgent need for the regional energy study CLF and others are requesting within the Northern Pass permitting process.  There simply is no comprehensive plan in place addressing the best approaches for facilitating imports of Canadian power, if needed, and for adequately connecting homegrown renewable resources in remote areas to customers in southern New England.  With no plan, all we can do is react, piecemeal, to each private proposal that comes along.  Our energy and environmental agencies should be assessing the need for new transmission projects and then should consider only the best approaches that prioritize energy efficiency, minimize environmental impacts, reduce our reliance on the dirtiest power plants, and provide real public benefits. 

The recent delays in the Northern Pass review mean that the U.S. Department of Energy has a golden opportunity to help develop a regional plan, along with other stakeholders in the New England states and elsewhere in the Northeast.  CLF-NH Director Tom Irwin and a number of the other organizations that joined our motion to DOE seeking such a study make the case on the op-ed page of today’s Concord Monitor.  You can access the op-ed here.

CLF calls for analysis of region’s energy needs before proceeding with Northern Pass

As the U.S. Department of Energy (DOE) moves forward with the environmental review of the Northern Pass electric transmission project, one crucial question still remains–how much does New England need imports of Canadian power?

Today, CLF filed a motion to postpone the environmental review in order to answer that question, calling for a comprehensive public review of the region’s energy needs, the environmental impacts of the Canadian hydropower that would be imported through the project, the best transmission technologies available, and the alternatives to imports, such as renewable energy sources, energy efficiency and energy conservation measures. That analysis could then be used to guide future reviews of individual projects, as opposed to having DOE review each project independently.

“Before DOE can make a reasoned decision on whether the Northern Pass project or any similar proposal is in the ‘public interest,’ it needs to take a step back and consider whether and how new imports from Canada should be a part of our regional energy picture,” says CLF New Hampshire Director Tom Irwin.

CLF Intervenes in Northern Pass Transmission Proceeding

CLF intervened today in proceedings regarding the proposed Northern Pass electricity supply and transmission project in New Hampshire. The proposed project, which involves creating 180 miles of new transmission lines in the state and installing new transmission infrastructure in the White Mountain National Forest, is intended to import 1,200 megawatts (MW) of electricity generated in Canada by Hydro-Quebec, the Canadian public utility. If constructed, the project would have significant impacts on New Hampshire communities and the environment.

CONCORD, NH  December 16, 2010 – The Conservation Law Foundation (CLF) intervened today in the Presidential Permit proceeding recently initiated by the U.S. Department of Energy, for the proposed Northern Pass electricity supply and transmission project.  The proposed project – involving 180 miles of new transmission lines in New Hampshire – is intended to import 1,200 MW of electricity generated by Hydro-Quebec, in Canada.

“This project could profoundly affect New Hampshire’s energy future,” said Jonathan Peress, director of CLF’s Clean Energy and Climate Change program.  “It remains to be seen whether it will help or hinder our efforts in New Hampshire and New England to achieve necessary greenhouse gas reductions and develop a clean energy economy.  Unfortunately, the application is more noteworthy for what it omits, rather than the sparse information it provides.”

The proposed project would include the construction of new transmission corridor in northern-most New Hampshire, as well as the installation of new transmission infrastructure through the White Mountain National Forest. Read more>>

Tar sands activists unveil massive banner in Alberta, Canada

Pop quiz: Which country is the biggest exporter of oil to the United States?

Venezuela? Mexico? Saudi Arabia? None of the above. The correct answer is America’s neighbor to the north, Canada.

In a story that will almost certainly not make headlines in mainstream American news outlets, a group of activists blocked tar sands mining operations in Northern Alberta. The activists unveiled a massive banner and chained themselves to equipment.

Most of Canada’s oil comes from the tar sands – a bitumen rich deposit of sand, clay and water the size of England. It is the single the largest industrial project in the world.

Creating usable petroleum from the tar sands isn’t easyor environmentally friendly – and has only been feasible in light of higher oil prices and newer technologies.

According to Greenpeace:

Tar sands Greenhouse Gas (GHG) emissions, already nearing those of Norway, could soon more than triple to 140 million tonnes a year, as outlined in a Greenpeace report by award winning author Andrew Nikiforuk released this week. At that point they would equal or exceed those of Belgium, a county of 10 million. These numbers account only for the production of tar sands oil, and do not account for the massive additional GHG impact of burning the fuel.

Tar sands mining has other detrimental impacts on the environment, including toxic runoff and deforestation. CLF’s work on the Low Carbon Fuel Standard is intended to, among other things, reduce use of bitumen mining.

The activists hope to put the tar sands in the spotlight as President Obama and Canada’s Prime Minister, Stephen Harper, meet in Washington, DC today.
