<p>Some states, like <a href="http://www.energysavers.gov/financial/rebates/state_RI.cfm" target="_blank">Rhode Island</a>, have given out all their rebate funds &#8211; in that case people replacing appliances ruined in flooded basements may have played a role.</p>
