Opponents of the project, who packed a hearing room at state offices in Warwick, stood and cheered after the board made its ruling. Jerry Elmer, senior attorney with the Conservation Law Foundation, which alongside the Town of Burrillville led the fight against the power plant, described the project as “reckless” at a time of global warming and said the decision vindicates their arguments.
