The Rhode Island Local Food Forum: Getting Food Policy Right in RI

Last week I attended the Ninth Annual Rhode Island Local Food Forum, organized by Farm Fresh Rhode Island. The forum’s theme was “Center of the Plate,” reflecting its focus on local protein production. Particularly enlightening was a panel discussion whose moderator, academic chef Bill Idell, posed questions that resonate across the region.  These questions ultimately boil down to two big ones: First, what does a sustainable food system look like? And second, how can we make one happen?

The panel’s meat experts – local guru Pat McNiff of Pat’s Pastured and Mel Coleman from national good-meat powerhouse Niman Ranch – agreed that sustainable meat means raising animals in their natural habitats (not concentrated feedlots) and in a way that feeds both animals and soil. The panelists also highlighted that sustainable food systems require local capacity because geographically concentrated animal operations are at risk from extreme weather: last summer’s drought, for example, “force[d] livestock producers to liquidate herds because feed [wa]s too expensive.” All this means that local meat is not just grown in a place, but it also grows that place by enriching both land (ecologically) and community (economically).

Building capacity for local meat is tough, however, when farmers have limited access to land. This is the case in Rhode Island. Not only is land itself expensive here (as throughout New England), but property and estate taxes can make it almost impossible to keep productive land in agricultural use when it is more valuable as land for development (and is assessed as such for tax purposes). We at CLF are looking closely at this issue.

Moving from the land to the sea, the discussion yielded different insights from the panel’s seafood experts.  “Eating with the Ecosystem” founder Sarah Schumann and seafood-aggregation specialist Jared Auerbach of Red’s Best noted that sustainability means something much different for seafood than for meat, because so many fish and shellfish stocks are wild. They agreed that a sustainable seafood system should be biodiverse – instead of a singleminded focus on cod, for example, a sustainable system would mean sending more fluke, skate, scup, and squid to market. Diversifying the types of seafood we typically eat would allow overfished stocks to recover, and would also contribute to the resiliency of ocean life in the face of climate change and ocean acidification. Furthermore, a sustainable seafood system would mean – to borrow from Sarah Schumann – eating with the (local) ecosystem. Seafood brought in to local ports is easy to trace and to verify species, boat size, and fishing method – factors that are federally regulated but relatively easy to lose track of as more steps are added to the supply chain. Encouraging demand for diverse seafood products, localizing seafood markets with robust tracing and verification systems, and streamlining state and federal fisheries regulations would all help foster local, sustainable seafood systems.

All four panelists, farmers and fishers alike, agreed on another point: we need local, sustainable food systems both to limit and to respond to harms wrought by carbon dioxide emissions. These emissions cause climate change, leading to droughts and other extreme weather that disrupts agriculture; these disruptions, in turn, require robust local systems to add resilience to the global food system. And carbon dioxide emissions also cause ocean acidification, which poses an immediate risk to shellfish and a long-term risk to all ocean life.

All this highlights the importance of CLF’s farm-and-food and climate-change programs. Our work shutting down coal-fired power plants and promoting renewable energy helps to limit emissions that threaten our current food system (not to mention our planet). And our farm-and-food program promotes local and regional food systems that provide a broad range of environmental benefits. As CLF’s newest staff attorney, I am excited to be joining these efforts here in Rhode Island. The Local Food Forum made it clear that there are many good ideas brewing here – we just need to do the work to get our food policy right.

October 2 – All About Aquaculture: from 2000 BC in China to Today in the U.S. - This piece is the first in a series that will focus on aquaculture, both world-wide and in New England. Over the next few weeks, the series will explore topics such as the various methods of aquaculture, its environmental and sustainability implications, current aquaculture research and production in New England, and national regulations and sustainability certifications. This first post focuses on aquaculture’s history and its current status as a seafood provider in the United States.

October 3 – The Bottom Line: Historic Moment for Menhaden - By Lee Crockett of the Pew Environment Group. Menhaden numbers have plunged nearly 90 percent over the past 25 years, and the regulators responsible for their management will soon make a critical decision. In December, the Atlantic States Marine Fisheries Commission(ASMFC) could finally help the depleted population recover by setting a coastwide, science- based annual catch limit.

    May 17 – “Slinging Mud” – The mud in Casco Bay, Maine, is changing. According to an article last fall in the Bangor Daily News, areas that used to contain vast quantities of economically valuable clams are now “dead mud.” Local clammers are finding that sites of former abundance are now completely devoid of shellfish. Even efforts to seed the formerly thriving areas with shellfish larvae are not yielding results. Some scientists think that the increasing acidity of the mud, due partly to the increased carbon dioxide being absorbed from the atmosphere, is making conditions unsuitable for shellfish larvae to form, well, shells. We may not yet be able to quantify the damage ocean acidification will cause in New England waters – although researchers are trying. But we don’t want to sit on our hands and wait to see how bad it will get.

Meet the Pteropods: Looking Out for the Little Guys

Sharks need pteropods, and so do you! At the risk of looking at the world through shark-shaped glasses, let me explain.

Pteropods are little mollusks (related to snails, slugs and squid) that drift around in ocean currents, feeding on nutrient-rich plankton. Their rich diet makes them delicious to many fish. Seals eat many fish, and sharks eat seals and fish, so there it is: not even 6 degrees of shark separation. Sharks need pteropods, and so do you.

Pteropods are gorgeous. People get poetic when they talk about them. Pteropods with shells are sometimes called “sea butterflies” and the shell-less ones are deemed “sea angels.” But good luck seeing them. The ones around here are tiny. According to Woods Hole Oceanographic Institution (WHOI) pteropod researcher Amy Maas, the biggest they get is about 1/10 of an inch. Visible to the naked eye, but you probably couldn’t see their little faces. Small though they may be, unimportant they are not. Just ask the sharks.

As tiny sea creatures borne by currents, pteropods are individually delicate. Unfortunately, those with shells are under threat from ocean acidification (OA). I’ll be writing more about OA in the coming months, but here are the basics.

The carbon dioxide we are cranking into the atmosphere in unprecedented quantities does not just hang around heating up the planet, it also changes the chemistry of the oceans. The gases in the ocean must be at equilibrium with the gases in the air, so when CO2 concentrations increase in  the air, some of it dissolves into the ocean to achieve that balance. This forms carbonic acid, which decreases the pH of the water, making it more acidic. Ocean Acidification.

This is not good news for these little mollusks, since the minerals they need to grow shells are less available in the acidic water. WHOI scientist Gareth Lawson and other ocean researchers are trying to figure out exactly what will happen to our “charismatic microfauna” as the ocean pH drops. I’ll keep you posted. Carbon pollution and ocean acidification are not just New England issues. Yet, while OA is a global problem, there are things we can do right here, right now, to help.

CLF is working hard to prevent further harm and to give our abundant ocean life a chance to thrive. We are promoting clean energy and reductions in greenhouse gas emissions to help stop OA and other negative effects of climate change. We are supporting a climate friendly modernized public transportation network. And we support our National Ocean Policy which calls for immediate steps to protect critical marine habitats, ensure a sustainable future for our fishing industry and coastal communities, reduce coastal pollution and promote the responsible development of offshore renewable energy.

Senator Sheldon Whitehouse of Rhode Island took the Senate floor yesterday in defense of science and reason – two topics that seldom seem to influence the decisionmaking of the Senate lawmakers these days when it comes to climate change.  Speaking out against the two big lies permeating the halls of congress: 1) environmental regulations are a burden to the economy; and 2) the jury is still out on climate change, Senator Whitehouse convincingly argued why both claims are false.  “The jury isn’t out,” he said, “the verdict is in!”  “More than 97% of publishing scientists accept that climate change is happening and that humans are causing it,” the Senator said in a twenty-four minute floor speech in which he cautioned his colleagues that the Senate is failing, “earning the scorn and condemnation of history” because while it considers repealing laws designed to prevent pollution, it cannot repeal the laws of nature.  “The dark hand of polluters can tap so many shoulders and there is a lot of power and money behind that dark hand, but nature is also tapping us on the shoulder, and we ignore that tapping at our own grave peril,” said Senator Whitehouse.  I must admit, I don’t have a lot of confidence that nature’s hand will win the contest in Washington, D.C., but my confidence is a bit restored when a Senator has the courage to speak the truth to his colleagues … giving nature’s tap a fighting chance.  Senator Whitehouse (RI) Floor speech on climate change
