James “Jamie” Flynn is a Visiting Fellow at CLF, where he works with the leadership team and program staff to develop and execute strategies to address the region’s most significant environmental challenges. Before joining CLF, Jamie was a Senior Policy Advisor at the Northeast States for Coordinated Air Use Management (NESCAUM), where he built coalitions and cultivated ambition among states to implement bold and equitable climate and clean air policies. Prior to NESCAUM, Jamie was a Staff Attorney at the Connecticut Department of Energy and Environmental Protection, where he worked with state and regional policymakers to develop a wide range of climate and clean energy programs. He was previously a litigator at firms in Connecticut and New York.
Jamie holds an LL.M. in Environmental and Energy Law from New York University School of Law, a J.D., magna cum laude, from Syracuse University College of Law, and a B.A. from the University of Connecticut. He is admitted to practice in Connecticut, New York and several federal district and appellate courts.
Jamie lives in south-central Connecticut and splits his time between CLF’s Boston and New Haven offices. He is also a board member and past president of the Friends of the Farm River & Estuary, a non-profit focused on protecting the Farm River watershed in Connecticut.
