Great Bay deal: Dover, Portsmouth, Rochester agree to share EPA permit costs

The cities of Dover, Portsmouth, and Rochester have reached an agreement with the Conservation Law Foundation to settle a years-long dispute over Great Bay and allow a new permit governing pollution control measures to move forward, CLF and municipal officials said Friday.

Through the agreement, the cities will share the costs of implementing the Great Bay Total Nitrogen General Permit, which the Environmental Protection Agency issued in November.
