But even accounting for acceptable delays during litigation, that permit expired no later than 2016, said attorney Johannes Epke of the Conservation Law Foundation.
Epke represents the Springfield City Council against the project.
“It’s not technically the final, final, nail in the coffin of this zombie plant,” Epke said.
The developers can appeal within 30 days.
